After reading your reply, I realized the last line in my previous post was confusing, so I've edited it. In system settings, without using Tasker, if you turn Airplane mode on and wifi on, you will enable ONLY the wifi radio, and the system should quit trying to do cellular background sync of any sort. On the NST, some of us found that disabling or removing system .apks caused various problems, so this was a safer way to achieve the same effect.

With regards to using Tasker, I was suggesting you might create a profile to turn/force wifi on when certain apps are loaded or launched, and otherwise let the system determine when it should be on. So IF your app of concern is open on-screen and IF wifi is shut off, turn it back on. You can get very granular, so you could have it do this only at certain times or on certain days. It provides a middle ground between Android's "always on" and "on while screen on" settings, as well as real-time monitoring of the state to make sure it stays where you want it.

Tasker also has the ability to set up profiles to do things like turn wifi on, wait for a connection to be established, then enable background sync/launch an app to sync (depending on how well your chosen app plays with Android's sync). In Financial War's situation, he could have Tasker launch a timed task to force wifi on, wait for a connection to be established, then launch a Folder Sync task.

Some capabilities (e.g. controlling GPS) do require root, but most do not. If your aggravation is a setting being turned off when you don't want it off, Tasker might be the perfect fix.

I understood your suggestion. But if I want to sync my reading position it would need to be on always when I am reading. That would have meant that it would need to constantly turn it back on since it constantly turned itself off. It also would have been nice for it to remain on while I was in the Google play store, so it would have to constantly turn it back on there too.

ETA - I took when an app was loaded to mean while it was in use, not just when initially loaded.

That would be one alternative, and certainly use less battery than leaving wifi on 7x24, but you could also use Tasker to do something like turn wifi on for a few minutes any time your reading app is loaded, otherwise leaving it off. You can do either, actually. (I made an edit to my original, confusing last line in my 1st post.) Tasker can respond to events (a trigger) or states (something is happening now, react so long as this continues).

If wifi is only on when the reading app is initially loaded my reading position would not sync and be available on a different device. That is the type of sync I wanted. I'm not sure exactly how my preferred reading app syncs except it definitely needed to sync at app exit.

My wifi turned itself off constantly - every time I turned it on it was guaranteed to not remain on even if I was actively using it like searching for an app in Google play. When I found the app I wanted and tapped install it couldn't install because wifi was off.

You could set a Tasker profile up to begin monitoring the wifi setting state so long as the reading app is running in the foreground and keep the wifi setting on so long as that condition is true. Once the app exits, it would revert to it's previous setting. You could do this for many apps in a "force wifi on while running" group.

I'm making a couple of assumptions, and unfortunately can't test. 1. I'm assuming Tasker will run on the T68, and 2. I'm understanding that the wifi setting is being set to off when this happens and turning it back on restores the connection.

I think Tasker might help with Financial War's issue. Is his ban permanent?

Turning the wifi back on did restore the connection for me, but then it turned itself right back off again within a minute or two. That's why I said a process to turn wifi on automatically would use a lot of battery - it turns itself off, you turn it back on, it turns itself off, you turn it back on ... over and over again.
