I didn't find that option before.
Now that you mentioned I looked again and it was disabled. With this enabled, I get the job notifications (including from a plugin, like Count Pages). But I still could not produce a notification from a plugin that does not use the jobs interface.

But that's ok. I'll stick with the info dialog.
