Inconsistent behavior in similar Preference windows
For me, this is a 'since forever' issue, which I've chosen to disregard with a sigh and a shrug.
But the recent enhancement to provide direct access to Preferences sections via its action menu and provision of corresponding keyboard shortcuts means a sigh and shrug are no longer appropriate. Particularly since I discovered an inconsistency between what are ostensibly very similar Preference sections. The windows in question are Look and Feel, and the three Conversion windows - Input, Common and Output. The inconsistency is access to the left sidebar toolbars via the keyboard: When the three Conversion windows are opened I can tap Tab a couple of times to get into the menus, and I can Tab from a toolbar item into its dialogue box. When the L&F window is opened I have to use the mouse to get into the toolbar, and I cannot Tab from a toolbar item into its dialogue box. But what I cannot do is any of the windows is Tab back to the toolbar from within a dialogue box. But I'm not sure the Tab key is the 'best solution' either… in fact I know it's not. My suggestion is that each of the four panels get a shortcut to toggle keyboard focus between the toolbar and the dialogues - no defaults. Another inconsistency.
If I right click any of the layout buttons the relevant Preference panel pops - except for the Cover browser, it pops the Main interface panel. BR |

Goes against the grain, but here goes: Hard coded shortcut, common to the four windows - Alt+Shift+F12, for no particular reason.

So how about making L&F's behaviour consistent with the other three… i.e. tap Tab a couple of times to get into the toolbar, and Tab into the dialogue.
