PermissionError [WinError 5] when creating Catalog

Hi all -
I have searched threads and just can't seem to find the answer. Been using Calibre a very long time but don't "tweak" it much. A few months back, I suddenly started getting the following error when attempting to create a current .CSV Catalog for my library:

calibre, version 8.0.1 (win32, embedded-python: True)

I have gone to the Temp folder and made sure it was not read only or hidden and have deleted the files out of it, didn't help. Also tried the debug mode, and didn't work as well as restarted without plugins.
Any advice to get around this?

I was able to get it to work on a 2nd computer with a fresh install, but now that computer is giving the same error.

I have been using the Calibre portable and keep my library on a 32gb stick.

Standard advice for this error on Windows is to reboot the PC into safe mode and see if the problem goes away. if it does then something in the system startup (which safe mode has disabled) is causing this issue. Normally it's a 3rd party virus checker.

OK, that didn't work. Again, I am using Calibre portable, so I copied my entire library folder onto my PC. Then cleaned my flash drive and cleared any calibre folders in my windows folders. I reinstalled the latest Calibre portable onto the flash drive and was able to create a csv catalog with no problem (of course only the one book). Then I imported my library using switch/create library. But when I try to create a csv catalog I get the same previous permission error message. It seems to be something embedded in my library database.
Is there any way to import my entire library of ~8000 books without getting the previous configuration? Or am I missing something else?

Fix teh permissions for your calibre temp folder.

C:\\Users\\BRIAN~1.HEF\\AppData\\Local\\Temp\\cal ibre_jzx_fasb\\8lbqbq1mcallib\\.calnotes\\backup'

AV is a good place to start.
