Find Duplicates not found

I went in Preferences > Plug ins > Get New Plug Ins. It says I have it downloaded already but I can't find it.

To see if you have a plugin installed go to Preference, Plugins, and enter the name in the "Search for plugin" box. It may be installed but not set to show on your toolbar. Or you may have more things added to your toolbar than will fit on the screen. There are settings to control these.

Preferences: Toolbars & Menus: <select the toolbar>
Remember that Calibre has different toolbars depending on whether a device is connected or not (and a few other modes of use).

You can always obliterate all traces by first using Preferences: Plugins: and selecting to Remove the selected (this on is under User Interface) PI
THEN
remove any remnant (usually just a JSON)of the plugin name from the Plugins sub folder .

Note: Uninstalling a PI from the menus does not remove settings (just like Calibre), thus the last bit surgery. In the 10 years of Calibre use, I had to do this ONCE because normal methods would not work (Calibre had been thru many major release by then, so who knows what got corrupted )
