Windows error 5: Access is denied
I'm having very similar issues but on Calibre startup on Windows 10. it used to work just fine and now it will not start without a Python error unless I "Run as Administrator" which has other restrictions. This is regardless of whether or not I turn off my A/V or set the environment variable above. here's the error dumpy:

NO calibre uses its own private python. And that error literally means that something on your computer is blocking calibre from opening a socket to communicate with its worker process. The only known cause of that is security/antivirus/firewall programs.

Okay, even all A/V completely disabled, I still see the same error. I will hack away at this and report any updates / fixes to this thread.
