I believe that Pocketbook readers allow you to install additional software. I don't know of any others.
If you want a general-purpose computer, get a tablet. eInk devices are dedicated reading devices. |

Depending on what the OP means by "apps" (any apps? the full suite of Android or iOS apps? or something else?), there's also Kobo e-ink devices. No need to jailbreak in order to install Koreader or Cool Reader.
