You have corrupted SSL certificates on your machine. The OpenSSL library is failing to load the certificates from the Windows certificate store.

Sorry not a windows user. My standard windows advice is a clean re-install when you run into an issue that you cant solve.

Before reinstalling Windows 10, try running calibre in safe mode.
