I'd use Hart when British usage and Chicago for American usage.

Yes, the style guide to use depends on context:
  • Writing for a US newspaper or magazine or website.
  • Writing for a UK newspaper or magazine or website.
  • Writing for a local paper.
  • An author needs their own style guide based on USA or UK usage.
  • A publisher needs their own style guide, perhaps more than one depending on Author origins and target markets.

Except for someone working for one newspaper, or an author SP, no one style guide is the right one, but you can't use more than one for any particular project / publication / series.

Actually, you can as EPUB's allow multiple style-sheet definition files to be present. I've seen this many times in ebooks where they were used for, for instance, the front-page, commercial sections (other available books by this author...), the book contents itself and references to website with fan pages to allow some specific lay-out and de-like.

If this is wise, I think not as sometimes they even clash with unpredictable results.
IMHO definitely NOT recommended.

IMHO definitely NOT recommended.
Of course you physically can. On paper and ebooks. But it makes no sense. A particular title should only use one style guide. That's what I meant.
