AFAIK, you can still upgrade for free from Windows 10 to Windows 11. Download the Windows 11 Installation Assistant and run it.
If your machine meets the hardware requirements, you can directly upgrade to Windows 11. If it doesn't, there are well-documented workarounds on how to install Windows 11 on unsupported machines.

I don't want to update to Windows 11. For this machine (Celeron J1900), Windows 10 Rocks

For what it may be worth, you can't update to Windows 11. The Celeron J1900 CPU is not a supported CPU.

The OP is running Windows 10 1607. The minimum Windows 10 version for WSL2 is Windows x64 1903 with updates. WSL 1 is not worth installing but also requires a x64 install.

Aren't Celerons only 32 bit? (my last computer with on only ran XP pro. and I could not even use it for a Remote Desktop terminal as M$ does no offer a compatible client )

Celeron J1900 is x86-64 4 cores and supports only 8 GB of memory. Uses a PCIe 2 bus.

I am surprised that it will run win 10.

Jon, take a look at the CPU compatibility list for the various Windows 10 versions. There were changes made after 1903 which caused several people to report being unable to upgrade. One suggestion which worked for some people was disabling VT-d in the BIOS. Others such as those using older Intel Xeon processors and some of the older Core processors could not upgrade past this point.
