The only way I've found to guarantee a page break is to split the html text file at the point where you want the page break. In Sigil, you can split in codeview while, as far as I recall, calibre's split file tool is shown in the preview panel and codeview has a multiple split tool from right clicking and then generating an XPath expression.

I obtained the epub format, converting an Adobe pdf to epub with "toepub"
The most reliable solution is to split the text into a new xhtml file where you want the page to occur.
See the image below. Each one of those p01c0x is a chapter in a novel and they will always start on a new page.
