Or perhaps developers just lose interest because their plugin works well enough at the moment and there's no real need to develop it further?

Is there a STANDARD for 'pkg' (or any other) that works on all OS? | |

The things that could use some improvement are mostly those that would help to prevent the mistakes that new users tend to make setting up and configuring the plugin. That isn’t going to be interesting to many developers. In addition to that, possible legal and personal repercussions from contributing to DRM removal software keeps many developers, including myself, from contributing to the project. I agree that zip files are the logical choice of file format for calibre plugins, just as they are for most e-books. But just as e-books use a .epub file extension to distinguish them from other zip files, in retrospect it would have been better if calibre had used a .plugin extension for its plugin zip files. But at this point it isn’t worth the trouble to change that.

As things stand now most new users get version 10.0.3 since that shows as the latest release on the main page in GitHub for the project. Unfortunately that version is missing support for the latest Kindle DRM and it has several bugs that cause problems for some users.

At this point I don’t believe that releasing it would cause any reaction from Amazon. They have already added newer DRM to Kindle apps and devices but are only using it for a very small subset of books, such as expensive textbooks published by Pearson. For now they seem content with that. Of course that could change.

I have suspicions that Amazon is monitoring my DRM thread in the Kindle subforum here on MR. If so, they already know of the beta.
