Is there somewhere I can I see the state of these options, and perhaps reset individual items from false to true or vice-versa?

There's no UI for it. You can browse the various config files yourself to try to find them.

Sadly no. It's mainly two config files gprefs.json and dynamic.json. In gprefs.json it is indeed a single block, "questions_to_auto_skip" however in dynamic its all over (basically and config setting ending with _again
