Susan I suspect it doesn't, but to test it you could pre-order the book and then cancel the pre-order if the $5 didn't come off.

I have never pre-ordered before. I didn't think about canceling.

I am seeing a new checkout screen at KOBO. When I put a pre-order in my cart, it doesn't show the $5 credit like it does on available books. I'll have to think about trying a pre-order. Thanks

Speaking as an author who works with Kobo's various promos and submissions--they all exclude pre-orders. The 5 dollar one is not specific to a publisher or writers in general, but I'd guess the pre-orders are excluded simply based on the fact that I've never seen a promo that includes pre-orders.

Yeah I get the sense that this is a new version of that promo, and Kobo has yet to email info on it. Strange that they keep leaving out the UK.

I got the "get $10" part of that promo early February thanks to an unknown friend.
