Tor is a wholly-owned subsidiary of Macmillan which is in turn owned by Holtzbrinck of Stuttgart Germany:

As for the Randy Penguin, the last I heard they were publishing 17,000 titles in 2014. Which is about half the output of the 5 BPHs. It's impossible to say what Scalzi actually made without knowing what his contracts were. |
