Small town in Texas with less than two thousand people.

I once lived seven miles from an Oklahoma town of about a hundred and fifty people that had a small library in the general store/natural gas company building.

Just because the tax base is too small for a government sponsered library is no reason to just not have one. If people really want a library they find a way. The same as with anything else.

Littlefreelibrary.org is doing just that, and it's spreading, even to the Great White North. It doesn't have to be in a small tax base area either. Calgary already has a perfectly good library system, this is just neighbourhood icing on the cake.

Wonder what the BPH think of that little development?

Probably the same as they think about BookCrossing I enjoyed that for many years before e-books but there were people in the biz who weren't impressed and wanted everyone to obtain their books by buying them :P

Our library has a banner right above the catalog search that states:
"Don't find what you're looking for? Ask us to buy it!"
Our bookmobiles stay in service because they get lots of patronage. I'm sure it's the same with the brick & mortar ones as well.
Also, thumbs up to the OP for re-thinking the situation and the inadequate poll... :^]
