If you can use the browser to go to whatever email facility you are using. Some web-based emails do not work well with the primitive Kindle browser. You can try the mobile version of whatever site it is.

If you mean "does the Kindle have an email client?", then no, it doesn't. As Susan has said, though, the Kindle's web browser may or may not work with whatever webmail interface your mail provider uses. You'll just have to try it and see.

Active content for the Kindle is only currently sold in the US, I'm afraid. There's lots of it on the Kindle store, but you can't buy it if you live outside the US. I'm sure that Amazon will roll it out internationally at some point.
