My Kindle PW is up-to-date.

What should I do so that I can read the book in my PW device now? I wish I could remove it from my device and re-sync it without losing my highlights but that option can't be found in my Amazon UI in browser, neither my Kindle device.
There was an AWS outage yesterday, and it might have killed Send To Kindle service for several hours.
