Yes, that's what I meant before. (Oddly enough, that's how the state legislature of New Hampshire works, as well. There is the problem that a rather limited segment of the population has the ability to participate in a place like NH, though, because employers don't exactly give time off to attend legislative sessions, which are during normal working hours. So the legislature is predominantly composed of realtors, lawyers, and other folks who are able to set their own hours.)
