I believe Active Content was simply marked as incompatible. At least I can confirm that people who jailbroke their Kindle Voyage were able to run KUAL, an Active Content-based application and script launcher developed in our Kindle Developers Corner.
So it appears that the framework wasn't stripped out of the firmware -- not even for devices that NEVER officially supported Active Content.
