I had the same WiFi disconnect issue. The latest firmware update (9/4) fixes the problem and now WiFi enables and disables according to its internal settings. However, my workaround before was to use a WiFi status bar toggle app. Just tap on the status bar icon and it would reenable WiFi.

RE: TelephonyProvider.apk and Phone.apk, those are required processes for certain apps. Meaning some apps are dependent on them to properly function. However, if it is helping battery life, then good job in removing them.
