Most web sites that sell ebooks also have some kind of free section. B&N (http://www.bn.com/) does (follow the "stories" link on their web site), Baen (http://baen.com/) does (in their webscription section). There's also Project Guttenberg (http://http://www.gutenberg.org/) is an extensive collection of public domain ebooks (thousands of them). There are many others.

Try Overdrive's library finder.
Also, I believe The Free Library of Philadelpha has $15 non-resident cards, good for one year. If you tell us what state you live in, others might be able to point out libraries in your state that will let you access their library for free. |

I had to get a card from the city a couple hours away to get good ebook library access. Maybe you could do the same?
