Ipad icon shows fully charged even though it's only at 96%

Why is that an issue? Isn't the icon just an approximate graphical representation?

That's right though isn't it?

As far as I can tell the empty part of the icon that shows the level is 12 pixels wide so therefore it will only move down from 100% once it reaches 93% try it and see.

calibration could be off. have you run it down to 0 a few times yet? typically with new devices you should calibrate them by charging them to full and running them until the device shuts off. do this 2-3 times and then start relying on the battery meter. if it's still a problem, contact apple, something might be wrong with your ipad.

Yes, the "Charging" symbol changes to the "Fully Charged" symbol at about 95% charge or so, but it doesn't stop charging - leave it connected and it will go up to 100%.

I don't think this is a bug; just an indication that you effectively have a full charge, even if it's not quite 100%.
