Maybe this message could be displayed to new members during part of the joining up process? Kind of like a special welcoming when they join. (Regarding the "guest" part, I don't think anyone can introduce themselves or post messages unless they do actually join.)

I like that thought, once the registration is completed, the next stage would be an automatic transfer to the Miscellaneous > New Comers thread (they don't Have to post anything .... )
