At present the Sony ebook store is for US and Canada only. I don't see that changing. In some countries they have a partnership with a large book retailer, but I don't think any of these are exclusive. In any case, any AdobeID ePub or PDF from any source will work.

There is a UK version of the Sony Software, but it redirects you to Waterstones or WHSmiths. If I was in the UK, I would use the US software because buying from Waterstones or WHSmiths is possible without the software and you then at a minimum have access to Google ePubs from the Sony ebook store.
