Useful if the PDFs are custom-sized to eBook device sizes. If they aren't, they are tenable only for Kindle DX and Digital Reader owners.

And indeed they aren't. They do not seem to be generated by the website--whose URL by the way is http://worldebookfair.com/ . In fact, I have the impression that this website is simply a database built by a spider that indexes PDF documents at a variety of electronic libraries around the world... and perhaps mirrors them.

As indicated, there is already a post on this. This is an organization that expects some money to change hands, so I am therefore duplicating that other thread:

Which is rather curious, since all the PDFs I've looked at so far seem like they are certain to be available freely (precisely the same file) at their originating website/agency.

So... basically this company scrapes the web for free PDFs and sells access to them?

Yes, I looked at it last year - it's interesting for those that don't know about free sites, but otherwise just PDF's of books available elsewhere (often their "access" is just a link to the originating site).
