The article is a bit misleading. E Ink Corp. is the developer of a particular kind of Electrophoretic Display (EPD) technology that is used in current ebook readers and it also makes the film that is the visible part of that display. PVI takes the film and builds the actual display screens. Now PVI has bought E Ink corporation. This is a bet by PVI that E Ink will continue to be a dominant (or at least competitive) low power technology going forward, e.g. including with color displays.
