Say I have:

and I want to change it into:

<p class="Target Calss" style="Target Style">Target Text</p>

by select the whole line and click a clip, how do I code in clips?

The easiest way since the tag itself is unchanged, just create a clip for the extra attributes.

I assume you suggest that I pin point between p and > , and insert class="Target Calss" style="Target Style"

But this seems a little bit hassel, any way to code it so it can be more tolerent like just select the whole line?

Clips are not regex. Clips can wrap themselves around existing selected text but it will not replace any existing tags. You can use clips to rapidly create hierarchies of empty tags, add attributes, etc. But converting existing tags is not one of them. Note: tags need not be limited to be line based so just highlighting a line is not generally sufficient.

It sounds like you would be much better off designing and using some saved searches that can use regex to capture and replace what you want when you want, quickly advancing to the next match.

You can easily apply saved searches from the saved search editor.

There is no coding. The clips allow a \1 to be a placeholder for the currently selected code/text. If nothing is currently selected, it is ignored.
