Turning on Blutooth without turning on Wi-Fi?

When I turn on Bluetooth on my device (Clara 2E), it automatically turns on the Wifi, which I then have to turn manually.

Is there a way to disable this functionality? I couldn't find anything in the settings file.

This is a bit annoying as I sideload books, and when Wi-Fi turns on it starts synching, and I get duplicates in the library. I also like to conserve the battery so don't want this extra feature.
