Paperwhite SE won't sync

I don't know if this is the correct form but point me to the correct one if not.
I have just received another Paperwhite (12th Gen) Signature Edition, the first completely locked up out of the box, and I can not sync it with my old Paperwhite (10th Gen).
Synced the old one on Amazon, synced the new one on Amazon (both on the same account) and nothing.
Copied the whole of the file structure on the old one and pasted it to the new one. The new one will not accept the pasted information, it goes through the motions with no rejection but does not become visible on the Kindle. I have done a reset after the transfer but it doesn't recognise what was copied there.
Has Kindle's structure been radically changed again or is this yet another device with a problem.

The kindles will not sync but with the Amazon website. You will have to download from Amazon your books again. If you have sidelined books you will have to use a tool like calibre to move none drm side loaded books.

You can only sync if you download from Amazon or use Send-to_Kindle.
