html doesnt really have footnotes as such you cant convert them to docx automatically.

Yes, and that's better than "true" footnotes in Word or LO Writer. With notes inserted by "Insert Footnote", rather than adding a paragraph and linking to and fro with internal links/anchors (Bookmarks in WP), you can accidentally delete the note easily.

There is a work around for creating "real" docx footnotes from html using LibreOffice. LibreOffice is able to turn links into footnotes if they are properly defined/formatted in the html file.
