pdf to epub only copies cover image

calibre 6.6.1
I am trying to convert a pdf to an epub but the process always results in an epub with only the cover image and no text.
The pdf contains readable text as i can copy the text in adobe and paste it to a text file.
I have tried with several pdfs.
What is going wrong? Thanks

Try opening in MS Word, edit, save as docx and convert that to epub in Calibre.

Word cannot convert the file. There could be some DRM involved.

Decades since I used it, but IIRC Acrobat has built-in OCR, which means it can extract text from scanned image PDFs. Pretty sure Word and other WPs don't have that.

It depends on the PDF. It may have obfuscated text that won't directly convert, in which case you may need to either convert to a document file (DOCX) using a document converter or use OCR to convert. Without knowing exactly how the PDF file is laid out and its properties, there are only so many suggestions to provide.
