Firmware 5.16.1 - only for Scribe?
Firmware 5.16.1 is now live, but apparently only for the Scribe, and without release notes.

This seems unusual to me - I was under the impression that whenever a new firmware is rolled out, it is made available for all supported devices, even if the update does not bring anything new for said device; but I might be incorrect here.

Did it ever happen that a certain firmware update was “skipped” for some devices (except obviously the older ones which are no longer maintained)?

There have been other cases where the first update for a new device was for that device only. That is likely because the firmware installed during manufacturing is particularly buggy and needs replacement ahead of the normal quarterly firmware release cycle.

The release FW is usually a 5.x.0.z release to avoid confusion . This may not be the case here, and they may actually have shipped on 5.16.1?

That appears to be SOP for new Kindles (and Fire tablets for that matter).

There were some skipped software versions, especially with new devices.

- Kindle Voyage - 5.5.0, skipped to 5.6.1 for other devices.
- Kindle 7th Gen (KT2) - 5.6.0, also skipped to 5.6.1.
- Kindle Oasis 9th Gen (KOA2) - 5.9.2, then 5.9.2.0.1 for other devices.
