Copy book data to separate library without duplicating the actual book files?

Is there a way to copy only the book data to a separate library, without the actual book files? Or is it a case of having to copy the book files over and then delete the formats from the second library? I want to keep the book files in a single, main, calibre library but allow for per-user ratings, annotations, etc.

If you don't want to copy and delete the files, you can use the catalog tool (under the convert menu) to create a csv file of the selected books, then use the Import List plugin to re-import to another library.

I use the Import List plugin a lot and should have thought of this myself - so thank you! - that will be a much more efficient way to set up the second library.

I'd still like to find a way (if one exists) to copy the metadata for a book or two at a time to keep the second library up-to-date as we go along. Anyone?

IMO That is the safest/easiest way**. Basically create a new library with the same structure as an existing library and then use calibre's Copy to library tool.

If you select all books in the new library, the Remove books->Remove files of a specific format from selected books can be used to delete all the format files in one fell swoop.

FWIW - you can link books in the two (or more) libraries using this feature ==>> The calibre:// URL scheme

Added ** especially if you want to keep the covers.

The Edit Metadata tool drop down menu has Copy & Paste options that do work between similar libraries, which columns get pasted can be restricted by the "Exclude fields when copy/pasting metadata" Tweak.
