Windows: should temp folders be cleaned up?

While cleaning up, I found a lot of empty calibre_[randomstring] folders in %LocalAppData%\Temp\. All of them empty, so at least whatever files are in there seem to be cleaning themselves up. But is it intended that the folders are left behind?

I do clean the temp directory sometimes after a reboot. Then I am sure none of the files that I can delete are not in use.

Just do that BEFORE launching Calibre (after a reboot )
Something probably crashed and left dirt.
