Converting HTML with external inline links to epub

I have an HTML file that I found online (<removed> )

All of the links in this story link to the same page, with an inline link.
ex: <removed>

Is there a way to make these links work without manually hyperlinking all 450+ links? I'm very new at doing any conversions beyond basic docx or mobi to epub.

With many links throughout the book to sections such as:

www.thelinkto.book/book1.htm#222

you should be able to do a search/replace to convert the links to relative links.
