Nashville did this sometime last month. They've gone to all-online signup for digital services and have temporarily waived the requirement to have your address verified in person before using the card.

All of my libraries (Seattle, King County, Pierce County, Timberland) have made it really easy to get a library card for use during this crisis, and they're to be applauded for doing so.
It wouldn't surprise me if most of the libraries in the US did this. |

what does "Toronto cell phone" mean
surely a cellphone does not have a "home town" or " home state" will that service work with any cellphone |

I sense they mean a phone with one of the area codes for Toronto; 416 / 647 / 437 and probably it's just to receive a text message.

Nor in mine. I learned something new today, that Nth American numbers are all tied to geographical area codes, whether landline or cell. Only landlines have area codes here, too.

Other libraries are doing the same thing and allowing the digital card to access Overdrive.

and also, if I want to pretend i'm not from Toronto, i just drive to , say, Ottowa & buy a mobile there ? or is it all tied into a proof of address thing.
Maybe they don't have burners in Canada & the drug dealers all have to step over the border for untraceable phones ? [ no that can't be right - I watched both seasons of Bad Blood.... ] |

In the US these days some people move to another location and don't change their cell phone number, so they might still have a New York area code in their phone number but actually live in California or whatever. Don't know if the same thing happens in Canada?

My local library has had digital library signup for some time now without any phone texts.
You must provide a local address and the membership agreement states that you must be able to verify personal information upon request but I've never been asked. |

From reading the TPL web site all that is required is the ability to receive a text message with an authentication code in it. No requirement for an address.
Somehow I think a search might find a service that would allow you to receive verification codes.... |
