How to use "and" in tag Panel with multi filter selection?

Found that can use "search" or "Virtual Library"to do this

But, I use a lot and filtering criteria is different each time, is there a way to make the tag panel use "and" instead of "or" permanently or temporary.

I tried to look into settings "Look & Feel", but seems no option for this.

click the configure button in the bottom left area of the tag browser.
