Clara HD My Kobo Clara is frozen, can't pick language on the welcome screen

I ordered a Kobo Clara back in january. Unfortunately it had some massive light bleed issues so I returned it and asked for a new one.

The new Kobo arrived today. I unboxed it, put the charger into the e-reader and powered on the Kobo. I get to the screen where you can choose a language but the touch screen is frozen/unresponsive. I've tried powering it off several times, tried force rebooting it (but I don't get a restore screen), I've tried manually resetting it but it doesn't work. It turns off, and then when I turn it on again I come back to the language screen and it's still frozen.

Has anyone had the same problem here? Is there a fix or should I return it, again?

Can you connect it to a computer?
