Only if you convert it yourself.

You would have to extract the xml/(x)html from the kindle dictionary. Then write an import plugin for a tool such as pyglossary to convert the kindle style mobi dictionary format to a suitable import format for another tool, penelope, that can then be used to create a kobo dictionary.

using kindle now want to move to Kobo seem no choice
