annotations / highlights sync to occur across several Kindle devices

I am getting a new Kindle Paperwhite to complement my current Kindle Fire.

I would like to ensure that annotations added to one title on one unit is reflected onto the other.

The Kindle Paperwhite online manual states that for annotations / highlights sync to occur across several Kindle devices the ebooks must be on Cloud storage.

It also indicates that ebooks sent via USB cable do not appear on Cloud storage.

Does that mean I have to download every titles to the unit via Hi-Fi ?

What about ebooks purchased from non Amazon outlets such as Baen ?

Any help would be appreciated.

I expect to receive my new Kindle Paperwhite, 6" High-Resolution Display (300 ppi) with Built-in Light, Wi-Fi soon.

What would be the best way for me to transfer all my ebooks onto this new unit while ensuring that annotations / highlights will be & will remain synchronized on all my Kindles ?

I would also like to preserve the 26 sub-collections I have created. Suggestions ?

Kindle cloud is the only way to fully sync across Kindle devices. Every one has differences

On my K4nt Notes are in a Single file. Obviously, there is some magic involved to line them up with the book ON THE SAME DEVICE.
