no Preferences button in tool bar

I am trying to add a plug-in. I am not able to locate my preference button. It is no longer located on the tool bar. How do I access my preferences????

The preferences button is always either in the toolbar or the menu bar. It cannot be removed from both. In any case you can always press Ctrl+P to launch preferences.

Ctrl P works thanks. I can not see Preference in the tool bar, and I can not find a menu bar. See Screen capture attached.

Once I use Ctrl P I was able to add the Preference icon.
