Converting dictionaries is not supported. If you have a 64bit calibre install on a machine with lots of ram the conversion will complete but the epub file you get will be a normal epub file not a dictionary.

That looks like one of the free dictionaries Amazon distributes to Kindles.

Unfortunately, the fact that it is free does not mean that it is out of copyright or otherwise permitted to redistribute -- only Amazon has licensed the distribution of their builtin dictionaries.
