Judgment by Carey Baldwin is the 1st in her Cassidy & Spenser series of psychological suspense thrillers starring two rivals, an FBI Special Agent and a forensic psychiatrist who often lock horns in the courtroom, who must set aside their differences to catch an escalating killer who has begun to target them personally, free courtesy of publisher HarperCollins' Witness Impulse imprint.

According to the blurb, this was a Booksellers Best Award 2015 Finalist, as well as a 2015 finalist for the Daphne Du Maurier Award for Excellence in Mystery/Suspense (an overall award that usually goes to category romantic suspenses, IIRC), and the author also writes for Samhain, so there may or may not be romantic elements in this. YMMV.
