Re-arranging toolbars

Works for me and none of the changes int he fix have anything to do with toolbars. Note that changes in the toolbar arrangement are only propagated if you actuall lift the toolbar out and move it around, simply dragging it in its existing row will not work because of limitations of Qt.

Hm, I do not know what I am doing wrong. I am quite sure this behavior was with my first test in the morning different. I make some screenshots what I did now. Maybe you can look on it. The sequence is the same as in filename.
Pic 1 shows the starting point. Pic 2 adds the tool Quick open into the toolbar of the first editor (the upper one). Pic 3 shows the results for both open editors. Pic 4 moving the tool to an other position. Pic 5 the result on both editors. Then I close editor 2 and after this editor 1 for saving the changes in the toolbar and open again 2 editors (Pic 6). Then I move in the first editor once more the same tool to an other position (Pic7). I did different actions with lifting, attaching and so on with the same results. I'm confused you appear to be working with a global toolbar. This feature refers to toolbars inside individual editor panels, ie. the toolbars that contain the various buttons to bold/italic/beautify and so on.
Any changes you make will only work in a single editor instance. The multiple editors in the feature description refers to the multiple editors for different files inside a single book, not multiple editors for different books.
