A text processor to remove CR and blank lines

There use to be a free commandline tool that would do that. It was called textor or something like that. Is it still around. Where can I get a copy of it?

Well..I've used PFE since the...90's? at:
http://www.lancaster.ac.uk/people/steveb/cpaap/pfe/

You can search and replace virtually any visible or non-visible characters.
It's only 32bit but still works great in Win7, 8, and 8.1.
