Preview Panel Toolbar

One of the things I'd been hoping for in the new customise Toolbar feature was the ability to position the Preview panel Toolbar to the top of the PV panel.

Is there a compelling technical reason why it's at the bottom of the panel rather than the top. If not would it be possible to have an option to put at the top of the PV panel. I'm not bothered that its not customisable.

What earthly difference does it make whether it is at the top or the bottom? I have no interest in implementing an option for that, but patches are welcome.
