Kindle paperwhite 2nd gen.:
Whenever there is Arabic text when I am internet browsing it comes garbled, is there a way to resolve this problem. ex.: http://ar.m.wikipedia.org |

There are a couple alternative browsers you can install if you jailbreak. Did you try those?
Written on my Kindle Touch, using the SkipStones browser; your link looks fine, although I am not the best judge since I don't speak arabic. I didn't see any unreadable characters, though.
