C.A. P. and M.I.C.E.

I've been reading some of Rob Parnell's books on writing and have found some of what he says to be very interesting. He mentions C.A.P. in story development.

Character
Agenda
Plot

His idea seems to be that you start with a character, then determine what their agenda is (i.e. what they want) and then you go on to develop your plot from there. His use of an acronym reminded me of the M.I.C.E. idea in another writer's book on writing. That one is used to help figure out which of four elements is the most important in a given story so that you can develop things from there.
