Syncing free or library ebooks

I love my kobo mini but I am looking for device that will allow me to sync my ebooks I got from sources other than the kobo store.

If I have 2 devices, my tablet and my mini for example, the kobo desktop on my tablet has no idea where I left off reading on my kobo mini unless it was bought from the Kobo store.

Do any of the readers have this type of feature?

No. They usually only sync devices across their own platform - Kobo to Kobo, Kindle to Kindle, Sony to Sony depending on how it's set up and which particular model.

Kindle will sync books from third party sources (via its 'personal documents service'). Library books (only via Overdrive) are delivered by Amazon so they sync between any of your registered devices just like anything that you would buy from them.

If you have two tablets, then there are a number of apps that will sync between them.

Not sure where the OP is located, so I want to point out that, to the best of my knowledge, Overdrive Kindle format books are only available in the USA.
